Update:
The package is in the middle of the roadway, separated by the divider median, yet they only shut down the one side of the highway... So if the package were a bomb and it were to explode... Ehh, screw those northbound drivers.

Well from that point most of the highway headded north are tourist from CA who fuck up the flow of traffic anyways so I guess some harm no foul...
